Drop and drag. it will not release any window or file or browser to another monitor have to click it again to release it works about 50 % OF THE TIME

This is my Dad's Issue. . I am visiting him ( I live 4 hours away. but am here for four days to assist him.) hoping to find a quick fix. He states "I am having a issue with drag and drop on my desktop. This happens say 50% of the time. I'll explain best i can of the issue. When I hold the Left Mouse Button (LMB) on my mouse and hold it down, then drag the window to another monitor (using 3 extended monitors) and release the LMB and its suppose to keep that window on the monitor. the curser is still on the window and I just move my mouse, the window still moves. its not released.
