Drag and Drop feature

After one of the customizations, Dragging shortcuts to the taskbar stopped working, as well as transferring files to the browser window via the taskbar and so on. The problem may be in the registry or a disabled service. I can't find what exactly could be responsible for this.I have Windows 11 23H2 22631.4460.
