downloaded update for Windows 11 24H2. Pc is now frozen. Cannot access pc.

I attempted to install a REPAIR TOOL UPDATE, would not install, then PC started to act weird and froze, Cannot access PC. If support can access Control Panel I beleive the problem is BITS, CRYPTOGRAPHIC SVCS, and WUAU SERV are all disabled, if supppot could access Control Panel Settings and TURN ON these services for my PC the problem will be fixed.
