download windows 10 and re-install

How can I download Windows 10 to repair an ailing system? Using the Update & Security > Recovery > Reset this PC gives me an 'unable to download' error from the reset from the Cloud option.Is there another place where I can download the OS so that I can re-install it?Optionally, my wireless mouse and sound have stopped working. Is there a tool the might repair just the drivers?Thank you,Greg
