Download speed is capped only for my PC even though my internet speed is fine

Hi,I have had an ongoing issue with my download speed being extermely slower than it should be and I have tried so many steps to fix it but nothing has worked. I am using an ethernet connectionMy speed on google and ookla is always a consistant 25mbs. Even testing on my wifes PC she gets 25mbs and that is the same speed she gets when downloading. Im using steam to test this. For some reason mine is capped at 3.3mbs.
