Double booking resources in outlook

Our company has a fleet of cars we check out when we travel to other offices. Those cars are all added as resources in the exchange admin portal and show up as rooms and resources. I set the permissions so people can only delete their own entries. I'm also made sure the box for allow conflicts is unchecked. However, people are able to double book the resources no matter what I tried. I basically went around to each users computers, went to the calendar tab, right-clicked and said add calendar from address book, and added the appropriate cars calendars. I've tried scheduling the resource by double clicking directly on the calendar and creating it from there, but it then lists the car as the organizer and the location and allows anyone to double book or delete any entry. I tried booking them as a meeting from the users inbox directly, which then does show the user as the organizer and the vehicle as the room, but still allows double booking and allows anyone to delete the entry directly from the cars calendar. I'm sure I'm just missing something here, but can anyone help me out with this? I'm using O365
