Don't know how to set new Administrator

I got my ex colleague laptop. He has Administrator rights and OneDrive account as default. I tried to Add someone, but have to Sign in into Microsoft account. The only option is my ex colleague account. How to change Administrator rights without login to Administrator? Should I contact my ex college to Add someone and then as a new administrator I could remove old administrator.
