Domain Users and Local Standard user are no longer able to change the Time zone in Windows 11 24H2?

Only Local Admin and Domain Admin can able to see Set time zone automatically and can Turn On and Off but no Standard local users and Domain users can do this and this is really frustrating to our different countries located people to adjust their time zone it keeps ask them admin privileges and Set time zone automatically missing at all for both Standard and domain users.any ideas how to fix this?
