Does Windows 10 no longer reconnect reinserted USB devices after removing them from the USB ports?

I can connect USB devices in Windows 10 but no longer again after some time later when I plug them back in after unplugging them. I restarted Windows at least a few times but the devices no longer connect again after reinserting them each time.I found an article to find why it happens.
