Does the KB3174060 apply to Windows 8 RTM?

I run the MBSA on my Windows 8.0, and the KB3174060 is detected as "Missing" patches, but the patch name is "Security Update for Adobe Flash Player for Windows Embedded 8 Standard for X64-based Systems (KB3174060)".

Question: Is this patch apply to Windows 8.0?? (non-Win8.1 and non-Win8 Embedded)
