Does the boot screen freeze?

Hi, I have been running into a first and new issue recently (starting about a month back). Every time after I am done using my PC I shut it down. Currently when I boot up the PC the Windows logo will appear with the loading circle underneath (per usual), but the screen will freeze and will stay like that for an extended period of time. The screen will not change. I have tried being patient with it. Out of all the times I've let it sit, 15min has been the max. Typically I have to start the tower; let the screen freeze; then shut off the tower; boot it up again and then I am able to log in and c
