Does Microsoft Family Safety generally have 2 separate apps installed?

I have two apps that appear to be the same... - One is titled "Family" & upon clicking, what's listed is "MS-Family" then "URL:ms-family". - The other is titled "Microsoft Family Safety" & upon clicking, it says "Microsoft Family Safety" with "URL:ms-wpc". What's the difference?
