Display automatically changing brightness / no options in settings

I started noticing this happening on my monitor recently. It gets significantly brighter when webpages (or programs) have white backgrounds and then dims for the dark themed pages. If anything I would want the reverse to be the case, but as is the white backgrounds are way too bright. I can't find a way to change any settings related to brightness in windows settings. It seems like all of those controls have been removed. I do have the night light setting option but the brightness automatically adjusts regardless of the night light settings.
