Display and windows account problems

I run the latest update of BIOS and Windows on my laptop.Somehow my local admin account (which worked without any problems) lost it permission to access device manager and other windows tools.Also the computer detects a "Ghost" monitor like a display for the admin account (until today I never used that account, my Own account is set to admin privileges)If I try to change the display extending settings Winkey + P then the display is erased...Im able to control my setting and devices just if I switch to AdminAlso theres extended startup and problems if I just restart after sleep.
