I've been scratching my head - and other parts of my anatomy - to try and get a fix and an understanding of this issue before I call it a day. Nothing I've turned up on any forums including this one comes up with anything useful
Windows 10 1909 booted but absolutely weird behaviour with screen image that flickers on off on off sometimes you would see icons, task manager would putt up windows task manager screen and display without issue, and it was possible to run new tasks to check various things.
Did a repair reinstall or in-place upgrade and that fixed the flashing screen. But then sfc /scannow fails with "windows resource protection could not start the repair service". So what can the DISM tool do.
