Diskpart has encountered an error: a device attached to the system is not functioning

I have a micro SDXC card that I want to use, but when I insert it into my computer and try to access it through File Explorer, a pop-up appears saying that the card is not formatted and asks if I would like to format it. I tried to format it but it doesn't work, and I've tried various third party software to format it but that didn't work either. When I opened Disk Management it shows that the file system of the micro SDXC card is RAW and formatting from there doesn't work either, neither does it show the correct amount of space on the SDXC card (it shows 68 GB but there should be 128 GB).When
