disk space lower than it should be

so my storage should be 256gb, but the pc shows it only has 222gb so i think okay the 34gb are probably reserved for windows, but then i see that the windows folder is 26gb inside c: which is taking up even more storage, i also have a game installed which is 54gb, and in WinDirStat which is like file explorer but more detailed. it says its taking up 40% of my c drive. however 40% of 222 is supposed to be around 90? so how come its taking up more space than it should, both my game and windows? i reset my pc and its still the same after downloading everything, i did disk cleanup deleted system r
