Disable Copilot systemwide

How do I disable Copilot at the system level in Windows 11? The only solution I've found was using Group Policy but that only affects the current user.What I want is -Disable Copilot for all users on the system.Disable Copilot components running in the background, including those running in the context of service accounts, local system etc. (if there are any such services).Prevent non-admin users from re-enabling it.Thank you.
