Disable Chrome asking for PIN to view passwords

Hi I am trying to access and see my passwords, but chrome keeps asking for a PIN that I do not have setup. I have Windows Hello disabled in both my settings (computer and Chrome). Before it would let me choose whether to input a PIN or password now it doesn't. Is there another way to disable this? Thanks.
