DirectX12 downgrade

I've had issues loading games When trying to load CS2 And RUST It comes up with a popup saying (Failed to load rendersystemdx11.dll, which is the default rendersystem and should not fail to load. Please verify the game install in Steam.) This comes up when opening CS2 On steam I have already tried to reinstall the game and verify the files Nothing has worked for me I have also opened up DirectX Diagnostic tool and the version is on DirectX 12 So I see no problem But when opening up RUST from Steam it gives me a different message saying(Failed to initialize graphics. Make sure you have DirectX
