Did update 24H2 reduce GPU usage and worsen perfomace?

I've recently installed the windows 24H2 update which arrived on my device on the 16 of Feb 2025, since that day I've noticed that certain games run much worse than they did before, NVIDIA graphics drivers don't seem to be the problem as the update from them arrived prior to the windows one and all the games were running smoothly. I looked at the GPU usage both using the task manager and the NVIDIA statistics and its shows that only 50% of the GPU is being used, even though the task is demanding and the games is not achieving the targeted fps.
