Did not use the default software I had set when opening the downloaded rar file through the browser

When opening downloaded RAR files through the browser, it will only use Explorer to open RAR files. After switching the default software and testing, it is unrelated to the software being used. Even if I change the default opening method for RAR to an image viewer (the normal result should be an error message), it will still open RAR with Explorer. This is also independent of the type of browser; I tried Firefox, Edge, and Vivaldi, and the same phenomenon occurred in all cases. Only when double-clicking to open RAR files within Explorer will it use the default opening method I have set.
