Dictation Feature Problem

For, I'd say probably the last 6 mos, I am unable to press the Windows Key and H to open the Dictation feature. When I do, it brings up a screen that reads:"You'll Need the Internet for thisIt doesn't look like you're connected to the internet. Check your connection and try again." then it lists what looks like a code but it's in such tiny font, I can't read it. It looks like It says "ox00070fcf" or something like that. But Yes, I am connected to the internet. It's really really inconvenient for me and I'm just tired of it. I have an app "Dictation" downloaded which, the speech to text works
