Dialogs and pop-ups are being loaded before being positioned correctly

Dialogs and pop-ups (like the Windows Hello Sign-in system pop-up or a file selection dialog window) will briefly appear in the top-left corner of the screen before quickly snapping to the center of the screen (or their otherwise intended location). This suggests that they are being loaded before being positioned correctly. It is does not impact PC usage but is annoying. This problem has persisted between separate Windows 11 installations, suggesting that this is a Windows 11 bug and not a local issue.
