Device Encryption No Longer Works After Disabling Secure Boot

My laptop came with an encrypted SSD. I temporarily disabled Device Encryption so that I could turn off Secure Boot (I want to dual-boot Linux) without entering a recovery key, but when I booted back into Windows, I could not re-enable device encryption. The setting just does not show up. In System Information, I get this message under Device Encryption Support: Reasons for failed automatic device encryption: PCR7 binding is not supported, Un-allowed DMA capable bus/device(s) detected. How do I re-enable device encryption? Do I have to re-enable Secure Boot?
