Determining why USB port is still active/powered after Sleep

I have a Razer Blade Stealth 13 (2017) with one of its USB ports hosting a cooling fan. About two months ago, I noticed that when the computer sleeps (either after idling for too long or manually put to sleep) the USB still supplies power to the cooling fan. This never was the case before, and I did not change any power settings, the USB Selective Suspend is still enabled for both battery and plugged-in. I've been trying to solve an entirely different problem, that I do not have time to address here, but what would be preventing the USB port from powering down after the laptop is in sleep mode
