Desperation: Windows 11 24H2 Safe Mode Error

After having installed the new update 24H2 on my laptop, my Excel with addins wouldn't start anymore. Following advise from the internet, I tried to enter into Safe Mode to disable the addins. I tried two ways: 1) Win+I -> System -> Recovery -> Restart in Advanced Startup -> Restart. In the Options panel choose Troubleshoot ->Advanced Options -> Setup Settings -> Restart. During Startup press F4 for Safe Mode. This doesn't work (a terrible bug!): an (unspecified) error is generated saying that the PIN is not available and asking to reconfigure my PIN.
