I have been dealing with this issue for a long time on my desktop at several different houses and apartments. I believe it is related to an AC unit or my mini fridge powering on. Whenever my desktop is asleep and the AC unit or mini fridge powers up my keyboard flickers on and my desktop wakes up with the message "The system has returned from a low power state." in the event viewer. It seems reasonable that the cooling unit is drawing a lot of power out of the system on startup which causes the CPU to go low for a second then return to nominal power causing the wake up event. Is there a way to fix this in software or hardware? (besides hooking up a huge capacitor to my power supply)
