Desktop appears to constantly flicker and taskbar is gone.

Every few seconds everything seems to reset. I can open some folders but sometimes they just close immediately after.I can open taskbar using the shortcut and it appears that the explorer task is what's being held up but I can't do anything to it as it opens and closes itself before I can end the task myself.
