Dell precision laptop crashing every minute

I had a problem with my pc, so i re-installed windows. The second my computer turned on it crashed. Then it crashed again immediately with random windows error codes. I can't even make an account because i am still in windows "tutorial" screen and i don't know what to do. Does anyone have a solution? I use an office dell pricision 7530. I bought a cooling stand for laptops. At first it was when i was just using the computer, but after that it even started crashin when loading up.
