Dell Inspiron 3910 bios setup freezes...cannot boot pc or safe mode or boot from usb tp reload window 11

I have a system that is unresponsive. It is stuck in a boot loop that never loads os. I have tried safe mode with shift key, F11 hold down, f10 for boot options, usb boot with windows boot mgr. When I open bio setup, within 5 seconds it locks up
