Dell inspiron 27 not starting

i tried opening the back but my attempts were not successful ive pressed and held the power button for 15 seconds and no sign of powering how can i start my computer and fix this issue without losing internal dataalso when i try starting the computer the led on the plug that connects to power remains on then suddenly turns off i can only get it to turn back on by reconnecting the outlet that its connected to but even then it wont start few days earlier it did start but it showed a blue screen stating windows didnt load correctly
