Dead loop with setting up PIN

From the beginning, I set myself a login with a PIN code on the computer. A few days ago (probably from September 2) I got a message when logging in that I had to log in to my microsoft account (instead of asking for a pin code). When I wanted to set a new PIN, the system asked me for the old PIN, but after entering it, it says that it is incorrect. I closed the window and was logged into the system normally, but I decided to go to the settings and change the PIN code. I went to Settings > Account > Sign-in options > PIN (Windows Hello) where there is only "Configure" option. After
