Custom mouse cursor applies in menu but doesn't actually change, only for the "move" cursor function

I've tried everything but I can't seem to get the cursor to change from the default 4-arrow cursor for moving objects. Every other cursor form can be customized just fine, but when I apply any custom cursor to replace the "move" cursor, it simply doesn't work (this includes any of the pre-loaded Windows cursor options as well as downloaded custom cursors). It says it's applied, and the cursor even changes and stays changed in the pointers menu of the mouse properties if I come back to it, but in practice it doesn't change at all when I go to move an object, no matter the program I'm working in
