Custom Keyboard Shortcuts to launch apps is broken in Windows 11

For instance, I would like to map crtl+alt+c to open calculator. There doesn't seem to be a way of doing this. I don't want to download any apps as this has been part of windows functionality for decades. Is it still there somewhere or did someone decide that very useful feature needed an "upgrade":)
