Cursor Lagging - don't know what else I can do to fix it.

Hi guys,Please I'd really appreciate it if someone could help me with this one. Its annoying me for quite some time.My cursor lags while specific programs or new windows are being opened. It happens with the trackpad too so its not a mouse hardware issue. It lags for a few seconds then it goes back to normal speed. My Razer notebook is a pretty powerful one with 32gb RAM, I7, RTX 3080 etc.I've already formatted SSD drive, reinstalled Windows 11 and nothing changed. I've also uninstalled and updated USB drive even though problem happens with Track Pad too. Cursor doesn't lag at all while playin
