Cursor is blinking and system is unresponsive

I NEED HELP!! few months back I downloaded Xampp software for my college purpose on my laptop and this problem started happening. My cursor started blinking and my system became slow. Every click would used to give a slow response and took more than 2-3 seconds. Even for refreshing, the window would appear but there was nothing and when i used to hover on the window, refresh button would appear and when i click it then it would take around 5 seconds to refresh. This problem scared me so i deleted the software and the problem was solved automatically a few days later. Then I installed Turbo C last month and it started happening again. I deleted it the same day then the problem was gone after few days. But recently I downloaded nothing, no software but this problem started again. This time it is causing a lot of trouble. I am unable to use my laptop freely, the CURSOR keeps blinking and the system starts stuttering and becomes laggy as soon as it happens. Even games become unresponsive and get stuck. Any input I give to Windows Explorer it shows 'working on it' and even in chrome but as soon as I click the taskbar the problem is gone and I get the tab or folder open within a second. It is a big problem. I tried to update mouse drivers but it sends me to windows update and there is only one ELON driver which is of 2019 and I did that too . Updated Windows and also updated my amd radeon software but none is working. Sometimes it works fine but the next moment it goes full crazy and the blinking and stuttering starts. This problem is like my laptop having fits and is upto the laptop when it wishes to go it goes and when wants to be crazy it starts doing these things. PLEASE I NEED HELP! I want to use my laptop without these issues.
