Cursor changes to "I" when in taskbar (Windows 11)

I recently performed a factory reset on my Lenovo Yoga 940C laptop. Now when I move the mouse into the taskbar area (for example, to launch a program), the cursor turns into an I. It also does this in a text field (such as in this box) which I don't believe it did before. The rest of the time it is the normal pointer that I want. I went into settings > text cursor per one suggestion but text cursor indicator was already turned to "off." I don't remember changing anything before to make it how I had it and liked it, but something was reversed upon the factory reset.
