Ctrl-V Will Not Paste Images, Only Text (right-click -> Paste is the only way to paste images)

After copying an image to the clipboard, Ctrl-V will not paste the image. The only way to get the image pasted is to right-click and select Paste. Ctrl-V paste works perfectly with copied text...just not images. Pasting images with Ctrl-V has worked for years on the computer in question, and continues to work on every other PC I've tested. This behavior started recently...perhaps three or four weeks ago.This behavior is not isolated to any particular application; Ctrl-V will not paste an image into any application on this PC.
