ctrl mouse wheel magnification works fine but increase in mag steps too big. Would like mag to be a bit smaller be mouse wheel 'click'

I am using the ctrl and mouse wheel for zooming in and out. My problem is the item i want to zoom, zooms too large with a single click or the mouse taking the item partly off screen. I need to see the full item slightly magnified. I have looked at zoom setting in setting and have set it to 5% but notice no change.
