CRITICAL ERROR. Your Start menu is not working.

I got the "Critical Error. Your Start menu is not working" error today. MS Edge also does not work. I tried the solutions posted here: press the Windows start key +R, then enter ms-config, but I get "MS-CONFIG not found." I tried starting in Safe Mode but the instructions do not work on my HP laptop (there is no Power Icon because the Start menu doesn't work!) and I have been unable to start in Safe Mode. I am ready to go the the Apple store. Can someone please solve this? I have serious work to do and this is costing me money!
