Creating Windows 11 Recovery Drive - Not Working

I have been unsuccessful in creating a Recovery Disk on a flash drive on my new Windows 11 PC. In following the instructions, I select the option to include the system files. It tells me it needs 32GB of space, and although I've tried flash drives of size 32GB and 128GB, it won't recognize the USB Flash Drive as an option. With the box for system data unchecked it works. But that isn't giving full functionality of having a RECOVERY DISK if you need to rebuild your system. Help. Seems others are having similar issues!!!
