creating a folder of photos of a trip

I have downloaded my photos from icloud. I then went to downloads on this PC to find them. Now I can't for the life of me find how to create a folder and transfer them into it. I've done it before but I'm stuck. Nothing shows new folder on the top line - it's all grey/foggy; nothing on the side shows New Folder. What the hell have I done?
