CPU speed dropped lower than base speed even during very high workloads

I am using a lenovo laptop with intel i7-7500U(2.90Ghz - 3.5Ghz). Recently I noticed that my CPU clock has dropped to 2.70Ghz and won't go up even a little even while playing games or stressing the CPU.I have tried changing the power plan settings but to no effect. Any advice/solutions would be appreciated.
