CPU RYZEN 5 4500 Core Speed Limit

Hi, i've been doing research all around the Internet and none of them fixed my problem.I have problem with Core Speed Limit. With my R5 4500 CPU, Asrock B550M Steel Legend Motherboard, and with Cooling MSI MAG Coreliquid C240.My max Speed is 4.1 Ghz and somehow can boost to 4.2 Ghz on normal settings. I tried to OC with 4.45 Ghz and 1.4V. Running good with R23, daily use. But when i have use it for a week. I look at the AMD Overlay peformance & task manager it will boost to 3.9 Ghz even it use for Stress CPU Benchmark. I always pay attention to Temprature of my Hardware and never get above
