Controller is showing up but when I try to test device inputs they don't register at all

My Bluetooth is messed up so I tried to use a controller just by plugging it in but it's still not working... The controller shows up and when I test the rumble it works fine but when I test device inputs nothing happens and when I load up a game nothing reacts to the controller.
