Constant black screen when launching windows

Hello, my pc recently crashed and after rebooting it keeps showing a black screen with a very laggy mouse. I have tried booting into safe mode which somehow made the screen flicker, I tried a system restore but it didn’t work. I preferably would like to keep my files because I don’t want to reinstall windows and when I tried to reset the pc it said “A problem occurred and this option is unavailable” or something like that.
