Computer will not "restart" when "restart" is clicked

This is a BRAND NEW INSTALL of Windows 11 on a brand new SSD. I have already tried to do a clean install and this problem even happens when the install tries to restart itself, I end up having to hold down the button every time it restarts to get Windows installed. Windows runs fine and everything works like it should except for when I try to do a restart. When I click "restart" it starts the restart process then the screen goes black and hangs, it never restarts the computer and it just continually hangs.
