The Problem:

My 3 year old computer randomly shuts down after about 30 minutes, then tries to turn itself back on, and continues the cycle until I cut the power. After that, it fails to stay on for longer than a minute, unless I unplug the power for half the day. After its been off for a while, I just get back to my first sentence. This occurs in safe mode, in normal startup, and in a BIOS-like screen.

Troubleshooting:

A similar problem happened a month or so ago, so I cleaned out all the fans and dust, and It seemed to fix the problem for a few days. I cleaned it out again this time, but it doesn’t seem to be helping.

All the fans are spinning at startup, although the fan on the processor takes a second or two to get going after all the other fans have started.

I ran the BIOS-like screen, as well as a program called Speccy to monitor temperatures, and all temperatures are in a good range (all under 40 Celsius)

I have installed an additional 1TB hard drive a few months ago, I don’t think this has to do with the issue, because I tried turning on the computer with one hard drive plugged in at a time, and it didn’t change anything.

I have also tried running one RAM stick at a time to no avail.

Attempt at solution:
Bought a new PSU, thinking it was causing the failure, and the computer worked for about an hour then froze and then shut down seconds later. Any attempt at turning it back on caused it to turn off within seconds, then attempt to turn itself back on, and continued the cycle.

What causes this kind of issue? I don’t see any overheating, so which component is failing, if any? I don’t think it's a virus. Perhaps an outdated BIOS or drive?
