Computer correctly configured but device or resource (www.microsoft.com) is not responding

[Windows 10]

I have tried absolutely everything, I am also staying in a dorm at uni so I just can’t reset router and stuff. My internet connection is ethernet and not wifi, I have no wifi on my PC. Please help, I have to study for midterms and all resources need internet connectivity.
